Scam Question: I mean, you can still just make counterfeits of the old bill. Like 2 dollar bills, they stopped making those like forever ago, but if you have one, it’s still worth two dollars. When they produce a new bill, you can still make counterfeits of the old design and it’s still worth the same amount.

As they circulate the new bills, they also start removing the old ones from the public. Many counterfeit bills are made overseas as a main business. The point is, if you get a fake bill in your change, would you be happy when it is confiscated at another store and you do not get reimbursed? (and possibly charged with counterfeiting)

Most counterfeit US cash is made overseas. As new bills are taken out of circulation, the old presses in Iran that the CIA gave them will finally go out of business. That will be a good thing.
